On the subject of burglars, I think burgulary should be legalised. You should be able to go to your local police station and get a little laminated card saying "This card entitles the bearer to break and enter and steal another person's belonings". The one proviso of applying for a burglars card, is that you have to sign an official document which states that if, in the course of your burgling the house owner decides to kill, capture and torture, or maim you in any way he/she sees fit, then the burglar waives any legal rights they think they may have to avoid such measures, and the house owner also is immune to any form of prosecution.
