Trading standards can and do send people in to test checkout workers though which will lead to a fine if they sell alcohol to them.

Put yourself in her position and imagine you are the checkout guy. Shops has a policy on selling booze whther you agree with it or not. Shop directors may at any time decide to send 20 year old looking plain clothes trick shoppers, with 5 year old child for additional confusion, through checkout. If the checkout guy deviates from the policy in any way they lose their job.

Undercover officers are sent out all the time to try and trap them.
