You talk about it as if it will happen in future, when it is happening right now - there are already billions too many people.

I would imagine some governments would offer incentives to only have one child. Maybe only allowing one child per family to have state education and after that you have to pay. It's a bit of a cliché but a lot of families do actually think of the extra child benefit etc when they think about having a second and third child.
