City are currently underperforming when looking at the squad on paper. If you were the owner, would you be handing large sums of cash over to Hughes? Clearly money needs to be spent, I'm just not sure he's the right man to spend it.
At least we're winning so it doesnt matter that much

Its really not, on paper Hamann, Vassel, Zabeleta and Ball are a complete joke, Vassell is a striker and can't score, Zabeleta and ball are defenders that can't defend and Hamann is a footballer who gave up playing football about 4 years ago. ON paper playing all 4 of those in the team means at 7 man team is facing premiership/championship sides in most games and unsurprisingly they are getting spanked regularly.
As I said hughes has brought very few players in and has a squad thats barely had his touch on it. Hell he didn't even bring in Robinho himself, its Sven's squad which underperformed defensively all year long and the lack of goals in the second half of the season due to Sven's dodgey striker usage meant the weak defence wasn't being covered by the good offense anymore.
3 players would completely change the team around, infact 2 probably would to be honest. A lot of deadwood needs to go and I have get the feeling he's playing Vassell lately just so theres actually some offers for him. SWP turned into a flop but who else can they play at the moment instead, Elano, whose a flop, Petrov is injured and they have no one else, its a squad with zero depth and several awful players.
I'm not convinced hughes can take them to cups, but I'm convinced he's not playing his squad at the moment and its a little silly to bring him in late with little chance in the transfer window to fire him based on mostly Sven's squad(which to be fair to him, wasn't yet really his yet either).
