There is a good film with Burt Lancaster called Twilight's last Gleaming in which he played a rogue general taking over a nuclear silo to teach the Ruskies a thing or two about winning a war.
The original The Manchurian Candidate is good even with Frank Sinatra and Mrs 'murder she wrote' in it

I like the Harry Palmer films personally. You might want to have a look at some TV series also, Tinker, Tailor, Soldier, Spy and Smileys people spring to mind, maybe Callan too.

Good film.

Another i liked is Fail-Safe, with Henry Fonda and Walter Matthau. Has a nice chilling twist at the end.

There's a film or documentary out there about what Stanislav Petrov did in 1983. The jist of it is that he chose to ignore false positive alarms from a new computer system that told him of US nuclear missiles entering into the USSR. This meant that the Soviets didn't fire any back in retaliation and possibly start WWIII.

1983 The Brink Of Apocalypse by any choice ?

Cant remember when its based, I think its more about attacks on Russia than the cold war, but Crimson Tide is realy good,
