This system doesnt store websites according to the bbc news article, as they reported it wrong, only phonecalls and emails.

I work for an ISP, while not exactly privvy to everything I have not heard much about this. Really doubt it is happening unless Brown has given us a serious wedge.

Information held includes the details of who contacted who, and when, but does not involve the content of emails being stored.

Similar to records kept by phone companys?

You seem to have misunderstood what is happening, it says that they have to store it, not that it will be checked. I assume if someone is suspected of something, then their details can be accessed, while regular joe's will never have their details looked at.
