Availability of broadband has two components: the right network today and the right network tomorrow. To ensure all can access and benefit from the network of today, we confirm our intention to deliver the Universal Service Broadband Commitment at 2Mbps by 2012. This can be delivered through upgrades to the existing copper and wireless networks. We also propose public
support for the network of tomorrow so that consumers in the Final Third who will not be reached by the market can enjoy next generation
broadband. This will be a longer project which involves what amounts to installing a new network.
I never did business studies at school, but surely the whole point of charging the customer for a service is to provide said service, line your own pocket and create capital for future upgrades to keep the business going. So why do we need to be taxed ontop of a service we already pay for and most of us get?

As mentioned, why don't they scrap ID cards as no one wants them anyway? Better yet, help fund the next generation BB service with all the money mp's will have to pay back in fiddled expenses.
