Stansfield - Gary Oldman in Leon
A Smith - Hugo Weaving in The Matrix
Gabriel Byrne - The Devil in End of Days.

If i was to think of some off of the top of my head i'd have to say

Zorg from the Fifth Element, just a completely wacky/mad character and brilliantly played by Gary Oldman.

The Number1/John Cavil cylon in the re-imagined battlestar. Creepy, intelligent and again brilliantly played by Dean Stockwell.

Ba'al in Stargate SG1, witty, charismatic and always fun to watch.

Think the Devil from Reaper is a great TV villain of sorts, lights up the screen whenever he's on.

Otherwise, Nazi's in any film, most recently Inglourious ********. They're just evil, and make you hate them, so they do the film villainy role well.
 
Depends whether we are talking best actor's portrayal of a villain, or just best villain fullstop.

Actor: Anthony Hopkins in SOTL, although some might argue he is an antihero rather than a villain
Villain: Darth Vader is pretty hard to beat; I think the fact that he is masked just adds to it, placing more emphasis on what he says and how he says it. He is also multi-faceted.... he is good in combat, can use force powers, has a large navy at his disposal, yet can also try to use powers of persuasion.
