14 / 2 = 7 + 7 = 14. So a 14 year old can date a 14 year old without being "creepy".
for 13:
13 / 2 = 6.5 + 7 = 13.5. So a 13 year old can date a 13.5 year old, but not visa versa. So you're stuffed.
