Depends on the pc in question, but more than likely yes.

Depends what they're running

It would be ridiculously overspecified for my machine, but if I ever get around to playing with peltiers my initial sketch asks for 57A on a 12V rail by itself.

I would say for most yes,but who knows in the future they might be needed.Does anyone now use all the power a 1KW psu puts out?

For 99% of people yes, absolutely. For people that run workstations or servers then probably no.

i hardly use around half the 1kw.

deffinately overkill i think, but i got it just so if i upgrade, i don't have to upgrade my psu too(incase for future products).
