11 openly identified people travelling under their own names does not seem a likely way to carry out an assassination, unless perhaps it was done in a way that would look like natural causes (which doesn't seem to be the case). It's incompetent. Too many people, not enough secrecy.

They may have British passports, but they can't be genuine because if you sent any of those photos to a passport agency, you wouldn't get a passport back.

So yes as some have said already, most likely people with a different identity rather than genuinely being British/Irish.
