I ordered G.Skill Ripjaw 4GB (2x2GB) DDR3 PC3-12800C9 1600MHz, but apparently it is not in stock and I arranged to have it swapped with this Geil Value 4GB (2x2GB) DDR3 PC3-10666C9 1333MHz as it has the same timings (CAS: 9-9-9-24) and slightly cheaper. However, I didn't realise it is 1333MhZ instead of 1600, does it matter or should I go with this Geil Value 4GB (2x2GB) DDR3 PC3-12800C9 1600MHz instead despite having CAS: 9-9-9-28? Is faster better here?

That article is a year and a half old, but yes it does seem that faster memory only gives marginal gains. More importantly for me I realised that the AMD x4 955 only supports up to 1333, so 1600 would be a waste of money.

Ram speed makes almost no difference.
The timings also make very very little difference.
The ram bandwidth increases tend to come memory controllers on cpus.

Lol sorry picked the wrong one out of several toms hardware reviews, there is one with a 965, i920 and an i5 and the basic is you will see 2-3% difference overall from 1066 to 1600, conclusion of the article is that faster ram has very little impact, and that if you are going to go faster, look to lower latencies before clock speed.
Yes, I read that too. Quite surprising really and quite different from when I built a machine about 3 years ago.
