I don't really see the issue in principle TBH. Although a blanket ban is quite extreme.
Perhaps this would be better if regulated per ISP. In particular I could see this as quite an attractive proposition for a family who could chose an ISP with filtering capabilities etc.

With regards to a source, it's pretty poor, a few quotes which translate to certain ISP's operating only during daytime, and other censorship laws supposedly being brought in. But it's all on German wordpress blogs and shoddy looking news-pages. Nothing concrete.
Seems a tadge unlikely to me.
Hell, there are quite a few MMOs who have their EU servers located in Germany (usually around Frankfurt), would this mean then that those MMOs wouldnt be available for anyone in the EU to play on unless its between 6am and 10pm?

The Government here hate us using the Internet to expose their general incompetence. Thus the Internet will be switched off from 00:00 to 23:59 for your safety to protect you from Terrorism and pedophiles.
Wouldn't surpise me. That will be NuLabours next move no doubt, just before the GE too
