Just testing something that i built and both screens died, and the red warning light appeared on my HD3870x2. I have tried to turn it on again with no luck. On the 20pin motherboard connecter I patched the ground and the negative and the power supply and case lights worked fine. What is my problem??

Kinda depends on ' Just testing something that i built ' ?

Frankenstein had a similar problem :D

Start by checking the PSU powers itself up. Unplug all the connectors from your pc, then bridge the green wire to one of the black ones. I use the wire tie wrap things that are twisted around new cables for this. This is from memory but I'm sure someone can confirm this is the way to do it.

If nothing then maybe check the fuse in the 'kettle' lead.

Does the PSU still power up when connected to the mobo? If not that might be as far as you can investigate without another mobo to try.

Firstly,
No brand PSU? unknown wattage? Get rid. Buy a decent one for starters.
Red light on graphics card?
Confirm what the light means first. Is it power, not enough power etc.

Have you used the card before?

well the fact you used a bad power supply on a X2 graphics card = your pretty much screwed just gotta hope that it just powered itself down and didn't take any of the parts with it.

first thing you can really only do is buy a new BRANDED power supply put it in and see if everything works from there people can work out what parts are faulty if it doesn't.
