I agree that the grfx on the 360 or PS3 for that matter are no longer bleeding edge but there still pretty good, I'm am however struggling to understand to statement your making;

- that the game in question is rubbish ?
- that the 360 in particular is rubbish ?
- or that this is a PR shot (I don't know the game) and all its post processing are rubbish ?

I played Quake 2 for a long long time. I didn't care that it looked like anus. It was fun.
I don't think the GTA series ever tried to be the best looking game out there.

GTA suffers from trying to do just a little too much at once. The attention to detail is fantastic, but it does mean things look a bit jaggy, on the consoles at least. Still, you're clearly forgetting that you don't sit as close to a TV as you would a PC monitor, so you tend not to notice certain inadequacies as much.

Bad example anyway, there are plenty of games on the 360 and PS3 that still look very good, especially when you take into account the age of the consoles and the price.

That's because it's from one of the expansions: "The Lost & Damned". It isn't vanilla GTA4.

I mean as in the console version doesn't look bad as op's screen shot.
As i'm being bias towards the ps3 like some people on here come off to be.

And yes, the above picture does look a little doctored, or is running on something broken.

If the game looked like that when I bought it, I would have, as many other would, complained like hell.
