I need to reformat my sons PC, he has Steam installed and has games via Steam, will I be ok to back up the Steam folder and just reinstall it after the format, will his games work as before or do I need to do something else?

You can just completely format it if you want then download all the games again, alternatively, you can just copy the steamapps folder to a backup drive and then just whack it back into the Steam folder after you re-install it :)

Someone more informed please confirm BUT I thought that your games saves aren't usually stored by steam online but on your machine. I'm not an expert so can someone confirm?
 
Sometimes. Depends on the game, they can be stored all over depending where the publisher prefers to keep them.

You can just copy the whole steam folder.

Run steam and it will autoupdate and install itself for you!
