No they have not. My understanding is that this originally came from a mis-quote from Gabe Newell in the early days of Steam. I understand the comment was along the lines of "Maybe we could look at removing the DRM" and even then, I believe he was only refering to Valves OWN titles as this was around the HL2 release and also before thirdy party titles were so prominent on the Steam store with content from bigger publishers. EVEN THEN, if they did go into administration, I am sure there are laws preventing you from giving away assets and I am certain that removing DRM from your back catalogue would be considered giving away assets? (Not sure though).
Also, unless they have had this in their contracts with the publishers from day one, I doubt this would happen for ALL games, I am doubtfull it would happen at all.
Third party games are not Valves property and as such, it is not their decision to distribute someone elses games without any DRM.
Even if you removed the Steam wrapper from the games, it would either mean the game is completely DRM free in which case it would be plastered over warez sites, OR the game simply wont run as I suspect games with third party DRM's, have been programmed to Support the Steam DRM alongside and as such may go haywire without it. Valve do not have the rights to change the source code for these games (Well, they just wont have it), that is down to the publisher in which case, removing the Steam DRM may just make the game unusable, especially Steamworks titles.
The bottom line is, Steam has become such a MASSIVE entity, if it did encounter cash flow problems, they would be able to secure finances to keep it afloat, at the VERY WORST, they would be purchased by someone else.
Electronic Arts and Activision are just two companies who I think would love to get their hands on the Steam platform for a cut price
Personally, I would rather Gabe burnt the company to the ground before selling though, it is his baby and as such, I dont personallly think he would sell.
If the contracts with the third parties allow, they could perhaps scale down the business MASSIVELY as in remove the Steam store and sell no more third party games and ask for a nominal monthly subscription from users to allow access to their games library using the Steam client. Out of all the crazy speculation, I think this would be more likely than removing the DRM and even then, it is still EXTREMELY unlikely.

If anyone on this forum has even suggested such a thing in recent years, they need to hand in their PC at the door and GET OUT
If the Steam client is affecting your gaming experience, you have MANY MANY other things to worry about.
