I have to echo the previous, balls strap on post...Just suck it up, ask her for drinks...if she says no...Go find yourself yourself someone cuter and less hassle!

Nope, it was a kiss and then some, but, one second she seems to be 'all over me' and then she retracts really quickly.

Whats difficult is I know she has the kind of personality that engages in lots of hugging and touching anyways.......

she retracts because she thinks your not interested and thinks shes making a fool of herself. coincidentally the same as why your not doing anything either.
 
The way i see it (as a drunk student) is that she likes you and is clearly waiting for you to show some sort of sign of interest to re assure her that she is not making a fool of herself. (which you clearly haven't done as you've run to us and wasted the opportunity) So as a responsible male i advise you leave it to someone more up to the task. :p
