Waste of time, touch the case with the pc still plugged into the wall and it will ground you, or a radiator.

as its a fresh built what should I do, ground the case first?

This. Like your radiator pipe. Do this before you handle anything and all will be good. I've never used one of these straps and all my Pcs are fine

Yeah, I always touch the case before starting, but having worked in IT for 16 years and never used one and never broke anything by not using one, I think you will be OK without.

Though if you wear plastic shoes on a nylon carpet, maybe keep a finger on the case at all times

Before relying on a radiator, be sure you dont have plastic plumbing

. Paint isn't a bad insulator either. Better to have the PSU plugged in (but switched off at the wall) then just touch that regularly.
