Yeah, I always touch the case before starting, but having worked in IT for 16 years and never used one and never broke anything by not using one, I think you will be OK without.
Though if you wear plastic shoes on a nylon carpet, maybe keep a finger on the case at all times
Before relying on a radiator, be sure you dont have plastic plumbing . Paint isn't a bad insulator either. Better to have the PSU plugged in (but switched off at the wall) then just touch that regularly.
