I'd pick North Korea. Lots of underutilized potential and you'd get a lot of support if you were prepared to change the counties ways.

It's a good country full of good people that has a leader who's trying his hardest to stand in the way of success. Better this than lead a bad country full of bad people and try your best to polish a turd.

Would have to be a country with strict gun laws, and an army loyal to my leadership. Couldn't see the general population being happy with my tyranny, and I'd have to keep control/thin out their numbers. UK would do, leave the EU, attempt to reestablish trade with the commonwealth, reintroduce feudal laws, making the general population serfs and throw some totally awesome parties in all the palaces.
