People are drunk in public in many, many countries around the world.

Haw-haw-haw-haw...I was in barcelona, and a local vomited on a tube train due to drunkeness. It felt just like home!

WTF... you mean binge drinking as opposed the socialy accepatble drinking?... This is why I think the UK Binge drinking gets such bad press compared to other drinking cultures....)

According to some documentary I watched (maybe others can back me up here) it's seen as perfectly acceptable in Japan for people to go out and get sloshed after work. Not just your usual 20/30-something cavemen but also middle aged office workers.
It's interesting that in other Countries Bar/Night-Life areas there can be people staggering around and falling/vomiting, but there's much less of a Police presence than here in the UK and also far less violent incidents, the Police/Security in Spain will just be visible but away from the crowds, the UK Police seem to like to push people around a lot and 'Throw their Weight' around, people are just as drunk elsewhere, it's only in the UK you ever get the bad atmosphere at the same time in my experience anyway. This is why I think the UK Binge drinking gets such bad press compared to other drinking cultures. (<------Added in Edit, I had to get a retching dog out of the door so hit Submit too early)

I'm just pointing out that he thinks it is Socially Acceptable here when it's not, and it gets big Media coverage which does indeed make it seem like it is 'Tolerated' here in the UK, elsewhere it is also unacceptable but not so under-the-spot-light as it is here.
