A little context would help, without it the best I can say is "maybe".

Is that a speed test or the router stats?
What ISP?
What are your line stats?

It certainly could be better.

Most upload speeds in the UK don't get much faster than that due to the cables.

uplaod speeds are reduced for a reason, it's not the cables

if you live in the uk, yes. if you live in korea, which i don't think you do, then no.

Are you using their supplied Netgear DG834GT router?

If so, download routerstats, run it, tell us your signal to noise ratios (SNR), and your line attenuation

I'm getting 15Mb down, 2.5 up with 33.9db attenuation down and SNR of 3.5db to compare, but I'm with Be* and use another router(Thomson 587).
