When you get your cat back in your house, put some butter on its feet. The cat will lick the butter off its feet and this apparently makes the cat feel at home.
Poison their cat and tell them if they persist with their current actions (feeding your guy), the same will happen to them.

Nope, it's a well known trick. The Cat associates the home then with tasty butter paws so will return.
Speak to the people that are feeding your cat, and ask them not to.
