Been out of the game for a long time, and looking to budget build for my partner.
Nothing heavy, internet, msn, spotify etc

Gaming would be sims3 style.

This is what I've put togeather but admittedly it was just a case of "meh, thats cheap"

Athlon II X2 or (even X3) would be a lot cheaper and more than sufficient for her uses.

The spec above by Cookeh looks bang on for £400. Faultless. Could always get yourself a nice Phenom II X4 or even Hex-Core second hand when Bulldozer comes out and people shift to that.

exactly what i was gonna say.

Does she play any games? you could get the above build (from Cookeh) and replace the graphics card with a very basic one and say yourself £100.

You dont need much these days just for a general pc, internet browsing, music, emails, ms word etc.
