Some saddo clearly looking for his name in the news. It looks like a man in a halloween costume to me.

Like mentioned, how convenient he had the 150 year old blurry camera out already recording an empty road when it appears in front of him, surely the video lasted longer than 5 seconds... seconds 6-10 is when "bigfoot" his pal Dave, jumps back across the road shouting "did you get it that time."
