I wouldn't imagine that would be classed as civil disturbance, but I can't say that with 100% certainty so you might be right.

I wouldn't have any sympathy if the police start firing tear gas and rubber bullets at those demonstrators causing criminal damage. In fact, they should put snipers on rooftops for that purpose. Any smashes shops and cars or phone boxes gets a rubber bullet, then arrested on the spot.
