Question

Have level PhysX are you using? They might have an impact on the frame rate, and the Physics might be running on the CPU instead of the graphic card I think. Best check your settings.
 
PhysX is off.

EDIT: It was not off. While PhysX is off, I get normal 100FPS etc, but even with Medium it drops to 30's. Whats up with that ?

Unfortunately enabling PhysX effect significantly reduce performance (aka much lower frame rate). Mafia II is one game that really benefit from a dedicated PhysX card (an extra Nvidia card just for running PhysX).

With a single card, you should probably keep the PhysX level as low or medium, or even leave it off entirely if you prefer higher frame rate over fancy PhysX effects.
