No, you need to go to 7 decimel places before you see any results for the other two options, 1% represents 0.0000001

So:

63 = 0.0000063%
1000000154 = 99.9999890%
47 = 0.0000047%

You can't round up 0.0000001 to 0.01 or even as you say 0.1 that's just wrong.
