How much pumping power is enough?

I'm currently looking at a loop consisting of: a restrictive 240mm radiator (GTS or GTX 240), an EK LTX CPU block, and a EK VGA Supreme HF, plus a reservoir of some description.

Now, the loop is intended to be powerful enough, but on a budget. Both blocks are low-restriction (ish), though the radiator is the highest restriction on the market.

My plan was to get a D5 in an XSPC Reservoir, but at ~£110, this is a bit pricey for a 'budget' loop. I was wondering whether something more akin to a 10W DDC or an EK DCP4.0 would do the job. I'm after a quiet idle (quite happy to put the pump on a fan controller - it's got 30W/channel), while full load, I couldn't care less to be honest (with 3000rpm Ultra Kazes, I don't think I reasonably could!)
 
I doubt very much that the rad will be more restrictive that any block. Just get a mcp350

I know the rad isn't as restrictive as a block, but it's more restrictive than any other radiator. And no, though I lurk on Xtreme Systems.
