Would you have called child services in this situation?

Here is a CSB for you. I was at a friend's house for a bbq in the borderline ghetto blue-collar/Mexican part of town (in USA). Our kids wanted to play at the playground near by so I decided to walk down with them because I had my gun on me and pitbulls are pretty popular around there and I know kids have been mauled before (pretty unlikely but I'm paranoid).

So we get to the ghetto playground and there are these 2 kids there already about 3 and 5 I would guess. They were both really grubby looking, shaggy hair, dirty faces etc. basically feral children.

I assume their parents were back at home smoking meth and these kids just run around all day unsupervised. I could be wrong but that's the feeling I got.

What bugged me though was I noticed the youngest one wasn't wearing shoes and I didn't think much about it because it's quite warm and I've seen kids with no shoes before. But then I looked again and his feet were all scratched up and the skin was all scabby/cracked looking and I realized this kid hasn't been wearing shoes AT ALL. I asked him were his shoes were and he just mumbled. Anyway this place was freaking me out so I left pretty quick but that kids feet has been bugging me. I like to mind my own business because you never really know the real story and I don't want to interfere in other people's lives.

Would you have called child protection or something or minded your own business?
 
What state were you in?

Social services probably wouldn't have done anything if you reported it any way.
 
Would I call child services because of an armed paranoid father looking to shoot pitbulls? Possibly in the UK, but it may be the norm in the US so I am not sure....
 
tbh mind your own business?
you don't know any of these things, their mum/dad could be at home watching TV and the kids could just not like wearing shoes, or maybe it's against their beliefs?
tbh there is no law about not having shoes. also taking a gun to a park is asking for trouble.
