My friend is looking for a new rig for video editing. His main programs are After Effects and Premiere.

My main question is, would the Intel GPU on the Sandy Bridge cpu be enough, or should he get a graphics card too?

He'd be better off with a P67 motherboard with a cpu overclock and a dedicated gpu. Both on the cpu front and the graphics front.
 
Aye, the sandy Bridge CPU is a great option - super fast for video editing tasks (have a look here). However, if he can wait till next month when AMD are releasing their Bulldozer CPU which will come with up to eight physical cores and are expected to be good for video editing tasks (exactly how good compared to sandy bridge i7 we don't know yet).

If he wants to go for a system now the I would suggest going for the multiplier-unlocked K version (2600K) sandy bridge so your friend can overclock the CPU and get even more video editing performance out of it -also this 2600K chip uses an onboard graphics processor that is twice as fast as the one on the standard i7 2600. However going down this route means you will need to go with a Z68 board like this that costs £20 more and buy an aftermarket CPU cooler (as the OEM chip doesn't come with one), this one is a good option.

I would also suggest buying the case separately and going for this PSU (here is a review).

Ah, didn't clock that Z68 was available yet! I'll point him that direction then it seems.

Waiting isn't an issue, as the purchase was planned in the next month or 2, so shall wait and see bulldozer.
