Not really, considering there has been 4 DLC's added to it since it's release you could argue there is no better time to start playing it, especially when you can pick it up off places like play for £5

Without meaning to highjack, does anyone know the deal with the DLC and the playthrough system...

ie, if you finish the base game THEN the DLCs, does that progress save onto they playthrough 2 save, or is it just from the end of the base game?

whatever lvls / equips you collect during the dlc are carried oven into your playthrough 2. you can do any of the dlc at any lvl you wish to an extent as its simply extras missions after the main game.

My new 27 soldier is currently at kroms canyon, im doing the following

PT 1 - Zombie Island - Secret Armoury - Claptrap - PT 2 - ZI - SA - CT - Moxxies underdome PT1 - Moxxies UD PT2

Yes

There is a good guide on the suggested play order of the dlc and playthroughs here. Well worth following if you want to keep the main storyline quests at about your level.
