If you're planning on re-installing your OS onto it I wouldn't bother creating a partition on it yet - just let the Windows installer do that as it goes.

Before we can give you any further advice we need to know what you're planning on doing with the drive now.
You can't see it in My Computer because it hasn't been partitioned and formatted.
If you want to boot from it you're going to have to reinstall your OS onto the SSD, doing that will partition and format the drive.
