I think to make online gaming fare would be to match make players by hardware spec so there competing on the same level and fairness, it can't always be about match making by ping and connection speed as you can get cpu lag which cause's a game to slow down.
 
if your pc is holding you back get a better one, I do find that playing at higher resolutions does give me a slight advantage but I paid more for my PC so I deserve to have a better experience
 
Would be an interesting experiment though I'm not so sure about conclusive results or even, for that matter, serious participation across the board. I recall a player that I knew of, he played CS:S and was very good, one of the best players I have seen. He didn't have as good as spec as me but he still beat nearly every time we fought.
 
Any matching system i've ever used based purly off skill already can have a long wait, let's not make it longer, i doubt power of the PC makes much of a difference if you change the settings to a comfortable level.
 
If your PC isn't good enough to play the game smoothly which causes your performance to suffer there are 3 solutions.

Get a better PC.
Lower resolutions/graphics.
Stop playing it.

I've stopped playing BC2 because I can't pull in a smooth FPS on any graphics settings and lower resolution just looks so terrible I get even more distracted.

Worst "my pc is utter crock and I'm blaming my lack of skill on it" thread ever.

I'd rather be matched to players of my skill level, I couldn't care less what machine they or I am using.
