Yep, you've been able to activate quite a number of non Valve games on Steam since long before Steamworks was even introduced.
Steamworks is just the matchmaking/achievements/anti-cheat/copy-protection components that make some games require Steam. There's lots of titles that you can play without Steam, but you can use your key and activate it on Steam if you want.
