Short answer is - no, the colours will not be as vibrant. The beauty of an IPS panel monitor, regardless of its screen surface, is its ability to output subtle distinctions between shades. Some TN panel monitors are much better at this than others - some glossy TN monitors simply output garishly oversaturated colours and the pastel shades are all but lost. I've had no experience with the W2007V so I can't really comment, but I've had some very pleasing experiences with the HP 2511x and Samsung's new 950 series monitors. Some food for thought - some visible differences between the U2711 and its glossy counterpart (Apple LED Cinema Display 27") and a more detailed comparison of monitors with different surface types. I will be analysing this in much more detail in an upcoming article for my website (it's taking a while as I'm waiting on Samsung for some more 'Ultra Clear' samples).
I know this doesn't address your immediate question as I've had no experience with your specific monitor but I have known a number of people who have jumped at the U2311H expecting a 'vibrant' image but have been sorely disappointed. That is simply not the strength of that monitor.
