Do you know anyone like this?

I do, and I feel extremely sorry for him, but many others see him as some sort of knob. He lies for absolutely everything, and it's so obvious.

For example... Today I had a day off work, so I phoned him at 11AM to ask if he wants to hang out. I said, "have you got uni today?". He replied "Yeah I start at 4". I said "Cool, shall I come pick you up?". He replied "Erm.... erm.... uhm I'm getting ready for uni." Getting ready 5 hours before? Okay.

Another example... The other day I phoned him to hang out. First he said, "Can't right now I'm at uni" then 20 seconds later he said "Yeah I'm out shopping with my family right now, we'll link up tomorrow".

Should I confront him or just ignore it? I'm like his best friend and I'd hate to see this affect his relationship with other people, because it's so obvious.

LOL... Walked right into it.

:(

Seriously though, we hang out most days, so if he's tired or something he should just let me know honestly? Those are just examples, there's much more to it.

Neither are examples of pathological lying - 2nd one tenuously might be. First one sounds like he was brushing you off and couldn't come up with a better excuse.

For whatever reason hes not interested in you, move on.

Find a new friend or stop being so clingy.

I see my best mates once a month, if that! I don't need to see them every day.

You are smothering the poor lad.

Perhaps he's a decent person and is disgusted by your illegal drug abuse.

Or perhaps he's concerned that, while high, you'll cap him with one of your many Mac-10's.
