Is tropico 4 worth a shout? Also should i get all expansions.

I loved Tropico 3 and 4, but tbh 4 offers very little new of different over 3 if you've played that one, and it really feels like an expansion pack to 3 (albeit a pretty good one).

For this price I'd say it's definitely worth it if you're a fan of city builders. Dunno about the DLC as I've not got any. I'd grab Modern Times without a doubt if only my copy of the original game would activate on Steam...
