I'm soo angry.

As above.

Apparently she is now qualified so its all ok. Er hang on he's still a minor...But I'm his mum and I'm doing it so its Ok.......HE'S STILL A MINOR............

One cannot get a tattoo at the age of 16 years since according to the current UK Law; the tattooing of Minor Act 1969 it is illegal to tattoo anyone below the age of 18years. Anybody tattoing a minor can be fined and lose their licence

So if your bothered, report her.
 
As far as I'm aware, with or without parental consent, the law states that you must be over 18, so legally speaking, his mother has broken the law, though I think the penalty for such is rather pathetic at £50..

"It shall be an offence to tattoo a person under the age of eighteen except when the tattoo is performed for medical reasons by a duly qualified medical practioner or by a person working under his direction, but it shall be a defence for a person charged to show that at the time the tattoo was performed he had reasonable cause to believe that the person tattooed was of or over the age of eighteen and did in fact so believe."
 
Although you might want to report her, or whatever, consider the effect of doing so on your son and your relationship with him which is far more important.
 
Reporting it will open an immense can of worms and make everyone involved, including your son, feel terrible.

Walk away from it.
 
However, the fine is only £50 but she might lose her licence to tattoo especially since she can;t claim she didn;t know the age of her son..........
 
Qualified? Who'd she do her apprenticeship under? How long was the apprenticeship? Wasn't she made aware of the law when doing her apprenticeship?
 
He's probably a few months off being able to get a tattoo on his own behalf anyway. Making a big deal over nothing.
 
What i find worrying is why his son even allowed it.

Because some people find it useful to vent their feelings to an impartial third party. Don't be so obtuse.

because if he says it to her a fight breaks out. this way he can vent his frustration without any come back.
