Question in regards to names. Does each server have their own pool of names or does one name register across all regional servers?

im getting 30-50fps with max settings on a 7850 but only 50% gpu usage.

i thought maybe i was cpu limited but in task manager no core is fully maxed out :S
ive noticed after zoning sometimes my fps dives to 20-25 but if i reset the settings to best "best appearance" and then manually stick shadows/LOD back to there max my fps is fine around 50 again (although still no maxed out cpu cores and still only 50% gpu usage)

I'm running a 7850 and the hour or so I managed to play this morning I was getting over 80fps with GPU at 90%. Too hot for me so tweaked down the shadows and shaders and enabled v-sync (was getting tears). Got a a nice 60fps at about 50-60% GPU load.
