is it best to have the fans at the top of the case as an intake or an exhaust

With the natural convection, the warm air raise upwards, therefore I think is better to install the top fans as exhaust

I added a temporary way to lift the case 7cm to allow less restricted intake of air for the PSU
Sorry I meant 50mm all the way around fan/vent intake.

You raise it 70mm but blocked one side of PSU intake and 2 sides of middle vent. Not the same but still might help some.

Try using something like spray can caps, children's blocks, thread spools, etc.

Here is how I raise mine

Caster base is 2 levels to allow access to filters without taking computer off of base

This (cutting edging) was already made long time ago, the edging is a Edge Trim U Channel, I bought from chilledPC sold per meter, there are many ways/tools to cut out a grill

I have used aviation snips, hand nibblers, power nibblers, die grinders with cut-off wheels, jigsaws, etc. in the past and was curious what tool you used.

Not really. Warm air rises yes. but add a fan into the mix and it's a whole different ball game.

If warm air rising made any difference the old desktop downflow coolers would have never worked.
