I removed the driver and device and rebooted and reinstalled latest drivers and now its back to clocking down again. I won't bother resetting to default again.
I am pretty sure i notice some negative performance when watching videos compared to my 3850 and i am sure its the way it goes up adn down like that. If i skip in a 1080 video through the video it jumps to full clock speeds and then after 5 seconds the voltage and the clock speeds all change again. This happens every time i skip. If i skip while it is still at full clock speed then it is smooth change, but when i skip at low clock speed it has a graphics lag. not sure what the point of saving power is? is some bs eco environmental non sense or is it for any actual good reason? I should add at full clock speed the fan barely increases in speed and is still not audible.
