well im in the process of building my new pc and ive notice when ive tryed to install the cpu cooler the stock one what comes with the CPU is that one of the clips what you plug into the motherboard the black pin is sticking threw it. Should it come like this or is it broke? ive been trying to get it in now for like an hour but i dont want to push to hard

You're using Intel aren't you?
4 push pins, you need to twist and pull, as the black pin shouldn't be sticking out of the plastic before you put it into the board.
I can't say anything more clearer than twist and pull, as it's the motion you do

ive finaly got the fan in :D im stuck with the mothboard now lining everything up should i push the mothboard into the shield so i can get all the screw in or not?

Yes, you have to push the motherboard into the backplate. Sometimes there are small metal tabs on the backplate that need to be removed otherwise if won't fit properly.

got everything installed into the case all the wires connected to the motherdboard etc and it wont turn on im stuck on what it could be should i just take everything out and try again?

ive just also noticed something when i turn my psu on at the wall it makes a sizzling noice and it also does it when i press the switch.
