Seems like a fair idea in principle - they're a burden on the social security system and likely to be an unnecessary burden on the NHS too... if you're relying on the rest of society to support you then you shouldn't really have any excuses when it comes to overeating... you've got plenty of time to prepare proper meals and get some exercise if you're not working.
Being poor doesn't mean you have to eat ready meals and takeaways all the time - I've got sympathy for a working single mother who genuinely is pushed for time and so relies on microwave food from Iceland - someone who is unemployed on the other hand could save a load of money by not buying takeaways and processed food. Rice, pasta, veg... its not expensive - you don't need to eat meat for every meal.
