Don't see how you can speculate like that, there could be a number of factors for the bank cash reducing, cant solely attribute to the recession.

I can't imagine any company letting their money sit around doing nothing. Surely you reinvest it to keep up with market changes. Hell, look at my current employer. 55mil liabilities, 1.9mil in the bank
