There is nothing stopping you strutting around your garden in a mankini.

Your neighbour should not be peeking through the fence at you sunbathing. He was probably jacking off whilst looking through a small hole in the fence.
 
get some friends round and play football, skins vs shirts. Neighbours kids will probably try and look through the fence at what the commotion is about. That will annoy him :)

There is also nothing wrong with him taking pictures of you.

You can politely request that he refrains from taking pictures of you and your property and If he persists you might have grounds for harassment.

Personally, I'd ignore him completely...

I'd class an enclosed back garden to be a place of privacy.
I would certainly be unhappy if my neighbour was taking photos of me in the garden. It is very creepy.
 
OP, first of all, do not point your own camera anywhere near his property.
No matter what he does.
As drunkenmaster said, report it to the police, and ask for advice, tell them you are ringing for advice.
If he does anything again, don't target his property with any camera, for fear you get his kids in any pictures and look like a dodgy paedophile in the process.

Ignore him as best possible, consider the BBQ option, with lots of m8s shirtless, but nothing more, have no one interact with him, but it'll make him aware being shirtless isn't that odd a thing to do in BRIGHT SUNSHINE.

What about doing it in reverse? Massive BBQ with everyone wearing Polo shirts but nothing at all downstairs. Except socks.
 
Funny my neighbour was in his garden pumping some weights with his top off. No problem with that but the grunting was lol....actually thought he followed through at one point!
 
I find the best way to deal with pillocks like this is to discuss the issue with them. Nothing pees off the irrational man like being reasoned with and finding that they have no argument.
 
If he does it again then I will tell him I will report him to the police, rather give him the chance to calm down, he may have had a bad day and needed venting and me and my pasty torso were in his sights. :/

I'd report it now tbh.. so they can go and have a word with him and you can get it on record before anything escalates. It would likely be better if the police approach him and he shows the pictures etc.. and they calmly tell him that wearing shorts in the garden is absolutely fine and what most of the UK does in public at the beach. The last thing you want is some mental neighbour trying to claim you were walking around nude or something.
 
OP failed to mention his shorts were made of cling film :D

But as said report it to the non emergency number just to cover your back.

Not sure why people feel the need to get the police involved already. There's nothing they can do that the OP can't i.e. speak to him and ask him not to do it again.

You'd just be wasting their resources.
