They're playing the numbers game, people will see 853mhz vs 800mhz - Joe blogs will think its faster etc.
I doubt most people will really care. They've found they can safely get a bit of extra performance out of the part they're selected, so they're doing it. It's not the first time anything like this has happened.

People at my work place actually know about computers and are all leaning towards the PS4. Mainly due tto the extra power/headset in box and because they can still sell games on. I personally was only interested in the ps4 after seeing e3 but I'm coming round now and thinking to get both.
