As AMD has no control over that, it can't be their fault.
But if you wish to see it differently - it's a free world

The deal is between amd and the customer, hence amd is responsible to the customer.
It is obvious they have ran out of codes, these things happen and fair enough, I just find it odd that people want to negate the blame.

The games are free, it's not like the card doesn't work without them. AMD doesn't know how many cards will sell, and they include promo codes that you redeem with the publisher - AMD never has any game codes directly with the cards.
Many people wouldn't buy the cards, or would buy a competitors cards if the games bundle was not advertised. AMD should not print so many voucher codes if they do not have sufficient agreements in place with producers. This kind of nonsense will put people off of AMD products in the future.
