However, this looks to me like he had an agenda to not be misquoted and that was purely going to be his answer for everything. i.e. he get's his point across no matter what the question was. I suspect that he didn't expect the whole thing to be broadcast, only one of the questions.

You don't get to his position being a total tool. I'd be interested to know who the interviewer was and what was their agenda?

Which is the response I expected. He's a senior politician, and he will have been advised or had an agenda for doing exactly this. What he has done is intentional, and is the reason we hate politicians for this kinda of thing.
