Had this blob in the sky hanging around for 20-30mins in approx same location before moving off. Got the DSLR out with 135mm and took some photos to get a better look. Seems to change shape a bit or reflect light differently. Moved at different speed than the clouds, but could have been much higher altitude. In some photos looks like a weather balloon, although usually they climb in altitude quicker.

Not many of the balloons I buy glow.

Light coming from an object is not necessarily generated by that object. To pick a well known and very large example; the moon does not generate any light but it "glows" so strongly that it's the brightest object in the night sky and very clearly visible from ~250,000 miles away through the entire atmosphere.

While it's true that most balloons are not very reflective, neither is the moon. Some balloons are far more reflective than the moon. You've probably seen shiny metallic balloons - they're hardly rare.

So it's entirely likely that a balloon in a clear sky in daylight could reflect enough sunlight to appear to be glowing despite not generating any light.
